A new framework agreement was thus needed, and Johan Lundberg AB was asked to help.<\/p>\n\n\n\n<p>We conducted a broad technology- and needs analysis aiming for the future. Among other things, the municipality wanted to be able to use inhouse resources when appropriate. We also mapped out the contractors\u2019 strengths and focus\u2019. The result was a framework agreement where everyone who fulfilled the requirements could be a part. Contractors were thrilled \u2013 they could finally do the part of the job they could do best, and decline when conditions were not suitable.
